The full user directory and invite flow is not shipped on this branch yet. This route is a safe placeholder so the navigation stays valid instead of landing on a 404.
User directory not enabled here yet
Use the existing project and control surfaces for now. The full invite, assignment, and preview-as workflow needs a larger backend and dashboard slice than this release branch.
